With pioneer personality, and located next to a county that has a major ski area. The commissioners decided they wanted a mark that looked more western. Since this county is a little bit off the beaten path and that's why hunting, fishing, explorers and nature-loving stargazers vacation here. The county also had an area of wild horses at Sand Wash Basin. The logo needed to represent this.
